请教几个Microwave and Optical Technology Letters的投稿问题

1、是否现在网上投稿不能合成到一个pdf文件，而将正文、图以及表分开上传，而且规定格式如下：
   Text format: .doc or .rtf only. Figure format: .tiff or .eps.
   图用emf的行吗？我觉得它比tiff或eps的效果好多了。
2、在Details & Comments中，有一项：Special Issue Information需回答：
  You answered that this submission is a candidate for special issue. Please enter the special issue title.
这个该如何填写？

1、好像只能采用tiff或eps
