关于wcdma最大功率标准的3gpp描述

各位大侠：
请教一个问题，3gpp中有关于最大功率的标准描述，其中有两个标准
---5.2.2 Minimum Requirements 标准是24+1/-3
---5.2.5 Test requirements 标准是24+1.7/-3.7
NOTE: If the above Test Requirement differs from the Minimum Requirement then the Test Tolerance applied for this test is non-zero. The Test Tolerance for this test is defined in clause F.2 and the explanation of how the Minimum Requirement has been relaxed by the Test Tolerance is given in clause F.4.
以上note没大看的明白，请问下，我们测试应该遵循哪个标准来，请各位大侠解惑，谢谢

测试仪器的误差是0.7 所以在指标里把误差加上，所以遵循的是带0.7的。另外其他的测试项都有系统误差的容限，跟功率要求是一样的。
